Noah Tan is an independent researcher based in the United States, where his work focuses on emerging technology and international security. He is the author of the Rules of Engagement Substack, a publication covering international security, and his work has been featured in outlets, including Lawfare, Just Security, AI Frontiers, and The Diplomat.

Noah previously served as a James C. Gaither Junior Fellow at the Carnegie Endowment for International Peace and as a research affiliate at Stanford’s Center for International Security and Cooperation and the Hoover Institution, where his work focused on the intersection of technology, economic statecraft, and international affairs.

Noah holds a degree in International Relations with honors and distinction from Stanford University, is a member of the 11th cohort of Schwarzman Scholars, and will subsequently pursue his J.D. at Harvard Law School.
